The HND Conversion to BSc Programme, also known as the Top-Up Programme, is an academic pathway designed for holders of Higher National Diploma (HND) certificates to obtain a Bachelor of Science (BSc) degree from recognised universities in Nigeria. The programme was introduced to bridge the gap between polytechnic and university qualifications and to improve career and academic opportunities for HND graduates.
The programme is usually offered through part-time, distance learning
, or continuing education centres in universities. Candidates with at least Lower Credit in HND and the required O’Level credits are eligible for admission. Depending on the institution and course of study, the programme normally lasts between one and three years.
Several Nigerian universities such as University of Lagos, University of Abuja, and Federal University Oye-Ekiti have offered HND-to-BSc conversion programmes through their distance learning centres.
However, the National Universities Commission (NUC) recently directed universities to discontinue admissions into HND conversion and top-up programmes in line with new regulations. Some universities have already announced the suspension of such programmes from the 2025/2026 academic session.
In conclusion, the HND conversion programme has helped many polytechnic graduates upgrade their qualifications and improve their chances for employment and postgraduate studies, although recent policy changes by the NUC may affect its future operation in Nigeria.
